Decision (CFSP) 2017/1869 on the European Union Advisory Mission in support of Security Sector Reform in Iraq (EUAM Iraq)

WHAT IS THE AIM OF THE DECISION?

It authorises the creation of the European Union (EU) Advisory Mission in support of Security Sector Reform in Iraq (EUAM Iraq).

KEY POINTS

Objectives

The EUAM Iraq has three strategic objectives:

  • to provide strategic advice and expertise to the Iraqi authorities on the civilian aspects of the security sector reforms, including the national security strategy, associated national strategies and other national security priorities;
  • to analyse, assess and identify opportunities for further EU engagement at the national, regional and provincial levels in support of the needs of civilian security sector reform;
  • together with the EU Delegation to Iraq, to inform and facilitate the EU’s and EU Member States’ planning and implementation support in the field of civilian security sector reform, ensuring coherence of EU action.

Chain of command

The director of the Civilian Planning and Conduct Capability is the Civilian Operation Commander, who:

The Head of Mission:

  • is responsible for and exercises command and control of EUAM Iraq on-site;
  • is directly responsible to the Civilian Operation Commander and acts according to their instructions;
  • coordinates with other EU actors in Iraq as required and receives local political guidance from the EU’s delegation in Iraq.

It has applied since 16 October 2017.
